Imagine withdrawing wheat, rice, and pulses from a machine just like you withdraw cash from a bank ATM. That idea is now a reality. In Gandhinagar, Union Home Minister Amit Shah launched a high-tech system that integrates Central Bank Digital Currency (CBDC) with an automated grain distribution machine called Annapurti.
This pilot project marks a major shift in India’s Public Distribution System (PDS), aiming to deliver subsidized food grains directly to beneficiaries through a fully digital and transparent mechanism. Officials say the model is designed to curb theft, eliminate middlemen, and ensure that government benefits reach the rightful recipients without corruption.
The initiative has been rolled out in Gandhinagar as a pilot, with plans to expand it nationwide over the next three to four years. In addition to wheat and rice, beneficiaries will also be able to receive 1 kg of toor dal, chana, salt, and sugar through the system.
What Is CBDC-Based PDS?
CBDC (Central Bank Digital Currency)–based PDS is a modern integration of India’s traditional Public Distribution System with the Digital Rupee issued by the Reserve Bank of India.
Unlike physical cash or paper ration slips, this model operates entirely through secure digital transactions. The Digital Rupee holds the same value as physical currency but exists in digital wallet form, accessible via a linked mobile device or Aadhaar-connected account.
How Does PDS Work?
Under the new system:
Beneficiaries receive a digital e-rupee voucher in their Aadhaar-linked account or mobile wallet.
At the ration outlet, they authenticate their identity using biometric verification.
Payment is made digitally using CBDC — no cash is involved.
The amount is instantly transferred to the ration dealer through a secure digital channel.
This eliminates manual records, reduces scope for manipulation, and ensures end-to-end transparency.
Role of the ‘Annapurti’ Grain ATM
To further streamline the process, the government has introduced the ‘Annapurti’ Grain ATM — an automated distribution machine.
Here’s how it works:
1. The beneficiary verifies identity using biometric authentication.
2. The system determines the entitled quantity of grains.
3. The machine automatically dispenses the exact quantity of wheat, rice, or pulses.
4. The payment is digitally deducted through the CBDC system in the background.
