Raksha Bandhan should be celebrated after the end of Bhadra Kaal. Since it ends early morning on 9 August, the entire day is open for celebration during shubh muhurat.

Mantra To Chant While Tying Rakhi

As per Hindu traditions, afternoon time (post-noon) is most preferred for tying Rakhi. If that's not possible due to Bhadra Kaal, the Pradosh Kaal (evening) is also considered highly auspicious.
