PM Modi launches physical distribution of property cards under SWAMITVA scheme

Lucknow: As another landmark development in the governance of Uttar Pradesh,  about 40,000 villagers of 346 villages of 37 districts of the eastern parts of the state were distributed their property cards in a programme that was presided over by Prime Minister Narendra Modi through a virtual programme on Sunday.

A scheme of the Panchayati Raj Department, Government of India, the scheme was inaugurated by prime minister on April 24, 2020. Ever since, UP Chief Minister Yogi Adityanath has taken it in a mission mode.

CM Yogi Adityanath and Union Panchayati Raj Minister Narendra Singh Tomar were present in the function.

Terming the scheme as a historic effort towards rural transformation, the PM said it will lead to a historic transformation and it’s also a big step towards the country’s ‘Atmanirbhar Bharat Abhiyan’. “Even international experts say that ownership papers play a vital role in the development of the country. For the past six years, efforts were made to further strengthen the panchayati raj system of the country and the ownership scheme is a step towards it”.

As many as 1 Lakh such property cards were distributed to the beneficiaries across the country that were identified and UP remained on the top of the list with 39989 people of 346 villages benefited from the central governments ownership scheme - ‘Swamitya Yojana’.

Notably, as many as people of 763 villages were identified across the country and UP topped the chart with a total of 346 villages. UP also leads in the number of distributions made in today’s programme.

Giving the scheme yet another definition, ‘Sampatti Se Sampannata’, the PM further said  the records of property also opens venues for investment. “Besides ease in getting bank loans, ownership records also assist in employment and self employment”, he said.

Pertinently in UP, hard copies of the property cards were distributed to the beneficiaries in the villages by the local district level officers of the districts.

As per the scheme, before conducting the survey, a meeting of the Gram Sabha was held in the concerned village/tehsil/locality and the villagers were informed about the benefits of the population survey process.

With the help of the initial map, made with the assistance of a drone, physical verification of all the personal, institutional, semi-government and government properties was done by the survey team.

The villagers were given a time of 15 days to submit any kind of objections on the initial land records.

The rural residential/land records of those populated plots/buildings which were having no controversies were finalized.

By this scheme it will benefit the rural residential and give them Property Cards as a record while it will reduce the property related disputes.

Villagers will get certified documents of their properties (houses, plots, etc) and they can use them in getting bank loans etc. The property cards will also assist in operating the developmental schemes with ease.  Besides the records prepared under the ownership scheme will help in financial liquidity and financial sustainability of rural areas and will also give pace to the development process.
